Executive Order 13658 was signed into law by President Obama in 2014. The law set the minimum wage for employees of federal contractors to $10.10. The order also authorized the Secretary of Labor to raise this rate annually. In January of 2020 the minimum wage rate for federal contractors will shift from $10.60 to $10.80. This applies to all contracts covered under the Fair Labor Standards Act (FLSA), Davis Bacon Act (DBA) and Service Contract Act (SCA).
The executive order, and the legislation around it’s implementation through DOL also articulate that this change/increase does not exempt employers from compliance with all other federal, state and local laws regarding prevailing wages.
